The AFH Executive Board Election has begun! This election takes place every year, when one-third of the board’s terms come to an end. The board’s main purpose is to ensure that the Council:

1. Achieves appropriate results for the membership at an appropriate cost (as specified in Board Ends Policies), and

2. Avoids unacceptable actions and situations.

The Board commits itself and its members to ethical, professional, and lawful conduct, including proper use of authority and appropriate decorum when acting as Board members.

Rosalyn (Rose) Benton

Quilceda Creek Manor | Snohomish

Rosalyn (Rose) Benton is the Founder and Executive Director of Quilceda Creek Manor, a network of adult family homes built on the belief that caring for others is both a responsibility and a calling. Her journey began in childhood, when she instinctively stepped in to care for her mother during illness, an early act of compassion that shaped her lifelong dedication to service.

Before entering the adult family home field, Rose built a strong foundation in healthcare and family-focused care. While supporting her husband’s military career, she worked abroad in Japan as a daycare director, gaining leadership experience in structured, government-aligned systems. She later served in Hawaii with Geronimo Services, supporting military housing operations and strengthening her understanding of compliance and coordinated care. Upon returning stateside, she worked as a Medical Assistant at Children’s Hospital in San Diego and later became an entrepreneur, successfully operating home-based daycares in California and Washington.

In 2005, Rose transitioned her passion into elder care, becoming a Certified Nursing Assistant (CNA) and opening Quilceda Creek Manor’s first home in Marysville. Over 20 years, she expanded QCM to four homes, serving nearly 100 residents and guiding multiple caregivers. She also strengthens the provider community through peer meet-ups, real-time operational discussions, and collaboration with industry partners from technology providers to supply and service organizations to help shape tools and systems that streamline efficiency for AFH operations.

If elected as Region Three Delegate, Rose’s goal is to continue collaborating with AFHC leaders and fellow members—from those just entering the field to long-established professionals—as she currently serves as the Snohomish County Chapter Coordinator. She is committed to advocating for Region Three at the policy, legislative, and organizational levels so member needs and real-world challenges help guide the Council’s work and future decisions.

Michelle Simmons

Dr. Michelle Simmons owns and operates A Place To Call Home, LLC, she has more than 30 years of healthcare and business experience. She owns 4 AFHs focused on delivering compassionate, high-quality care for seniors with dementia and mental health needs. Her background spans adult family homes, nursing homes, hospitals, emergency departments, outpatient clinics, discharge planning, home care, and hospice.
With extensive leadership experience in healthcare education, management, operations, Dr. Simmons has a strong understanding of both clinical practice and business administration. She holds a Doctor of Nursing Practice (DNP) degree and is a certified Psychiatric Mental Health Nurse Practitioner (PMHNP). For the past decade, she has served as a Family and Geriatric Psychiatric Nurse Practitioner, providing mental health and behavioral care to seniors in adult family homes and throughout the community.

Dr. Simmons is dedicated to strengthening provider and caregiver support through improved training resources, modernized TB testing requirements, streamlined MCO billing, and enhanced educational and documentation tools for AFH Council members. She has served on the Adult Family Home Council Board for the past three years and considers it a privilege to represent and advocate for fellow AFH providers.

She is a strong proponent of transparency, fair reimbursement, accurate assessments, and a better referral and placement system to help providers fill beds and sustain successful operations. If re-elected, Dr. Simmons will continue championing provider rights, advancing person-centered care, and collaborating with legislators and the AFH Council to ensure a strong future for adult family homes statewide.

Outside her professional work, she enjoys family time, nature, outdoor activities, and volunteering within her Christian church community. She believes in honor and integrity and will stand for you!

Thank you for notifying me of my nomination for the Adult Family Home Council Board of Directors as the Region Six Delegate (representing Clallam, Clark, Cowlitz, Grays Harbor, Jefferson, Lewis, Mason, Pacific, Skamania, Thurston, and Wahkiakum counties). I am honored to run for AFHC Board Region Six Delegate. For over 10 years I have been a hands-on caregiver in Arizona, Oregon, and Washington. I currently own and operate Longview Adult Family Home LLC in Cowlitz County, so I live the same day-to-day realities you do—rising costs, mountains of paperwork, and WAC rules that are frequently confusing, overlapping, or challenging to follow in actual practice. My number-one priority if elected: lead the effort to rewrite Chapter 388-76 WAC so it is clear, consistent, and truly designed for small 6-8-bed family homes. We deserve straightforward language every provider can understand, realistic timelines, and requirements that protect residents while removing unnecessary burdens on owners. I hold a Bachelor’s degree in Business Administration from Northern Arizona University, lead nonprofit care projects in Asia, and balance it all as a wife and mother of four. I know how to manage limited resources and get results. Region Six needs a delegate who will listen to every provider across our eleven counties and fight in Olympia for rules that finally make sense. Paul Galasso is the Co-Provider with his wife Evelyn Galasso of DreamHaven Adult Family Home in Issaquah, Washington, where he is dedicated to delivering high-quality, person-centered care in a warm, supportive home environment. With a background as a Home Care Aide specializing in Adults with Special Needs, Paul is committed to promoting independence, dignity, and meaningful daily living for every resident he serves. 

In addition to operating DreamHaven, Paul is an Adult Family Home Administrator Instructor at Highline College, where he trains and mentors future AFH providers. He is passionate about sharing his knowledge, helping new providers navigate the complexities of licensing and operations, and supporting them as they build successful, compliant AFH businesses of their own. 

Paul is also an active member of Life Enrichment Options (LEO), a non-profit organization focused on building Adult Family Homes throughout East King County—from Issaquah to North Bend. He assists LEO by applying his deep real estate and construction background to ensure new homes meet all DSHS specifications while also supporting the organization’s long-term growth. 

Earlier in his career, Paul worked in the technology startup sector as both Project Manager and Chief Technology Officer, helping build companies from the ground up through multiple funding stages. His experience in operations, systems development, and strategic leadership now strengthens his work in adult care, housing development, and community service. 

Across all his roles, Paul is driven by a commitment to service—empowering caregivers, supporting future AFH owners, and helping create safe, high-quality homes for vulnerable adults in Washington State.

Thank you for the nomination. I want to provide some background on my experience, my work in the industry, and ultimately share my decision regarding the board position.

I opened Arbor Rose Inc. in 2002, when the AFH landscape was very different—care needs were lighter, regulations were manageable, and oversight was not what it is today. Over the years, I have adapted to the increasing complexity of resident needs, higher acuity levels, and more involved family dynamics. Today, our homes offer 10–15 activities per month, an Activity Director, a house doctor program, regular podiatry and haircare services, and strong professional partnerships with our long-standing pharmacy and providers.

I also invested significantly in hiring the right nursing support. After going through three delegators who were consistently late with 90-day visits and assessments, I hired our RND, Katy, who has now been with me for eight years without a single issue. Her professionalism has been invaluable.

Both of my homes were built from the ground up and personally designed. I recently completed remodels and upgrades—improvements many homes cannot afford—because I believe residents and families deserve the best environment possible. These reinvestments are a major reason we receive ongoing referrals, even during periods when other homes have struggled to fill beds.

In 2023, when our zip code went from 11 homes to 38 homes, I founded PECEP, a collaborative group of AFH providers who support one another through referrals and monthly meetings. This collective effort has helped stabilize occupancy across many homes, including my own.

I have been an AFH provider for 24 years and in healthcare for 44 years. My business has undergone more than 28 inspections, numerous complaint investigations, and reviews from the U.S. Department of Labor, IRS, and DOH. I also recently completed a four-year lawsuit brought by a difficult family. Although our liability insurance did not cover the case, my documentation prevailed. I invested $150,000 of my own funds to defend the business I built—an extremely difficult experience, but one that reaffirmed the importance of strong systems, documentation, and leadership. I have had employment-related cases in the past and have won those as well.

Over the years, I developed a workplace safety manual, served as the Pierce County chapter liaison for nearly a decade, and have cared for close to 500 geriatric residents across my homes. I opened the first 8-bed AFH in 2020. I was recently asked by the Pierce County Ombudsman to join the advisory board, where they felt I would be an asset.

I have long-term staff, some who have been with me for 20 years. Staffing is always one of the greatest challenges in our industry, but I maintain strong retention and operate with two 12-hour awake shifts. I formerly taught ADM courses for six years at DSHS and only left when administrative changes were made. I also previously served on the AFHC board for nearly 10 years and was part of establishing the office during my tenure.

Ligia Ognean, MSN, PMHNP

My name is Ligia Ognean, and I am honored to put my name forward for the At-Large Delegate position on the Adult Family Home Council. As a third-generation adult family home provider, this work is more than a profession for me—it is a legacy. I grew up in this field, and today I operate a highly specialized geriatric psychiatric adult family home, serving some of the most vulnerable and behaviorally complex seniors in our community. My home is built on the belief that dignity, compassion, and clinical  excellence can and should coexist in every care environment.

 

In addition to running my specialty adult family home, I am also a psychiatric nurse practitioner, providing mental health services to assisted livings and memory care communities throughout the greater Seattle area. This dual perspective—as both a provider and a clinician—gives me a comprehensive understanding of the challenges, regulatory pressures, and opportunities facing adult family homes today.

 

I am running for At-Large Delegate because I want to ensure that our diverse voices, especially those providing higher-acuity or specialty care, are represented, and supported. I am committed to advocacy that elevates the reputation of our field, strengthens provider resources, and promotes consistent, high-quality care across Washington State.
