AFH Heat Pump Pilot Program Update

During the 2023 legislative session, adult family homes were awarded $5 million from the Climate Commitment Account to administer grants to eligible third-party administrators for heat pumps. The Washington State Department of Commerce, through the WSU Energy Program’s Community Energy Efficiency Program (CEEP), has partnered with the Sustainable Living Center in Walla Walla and the Opportunity Council in Bellingham, to launch a pilot program to install ductless heat pumps in eligible adult family homes. The program is investing $800,000 to fund heat pump installation projects in AFHs across Whatcom, Franklin, and Walla Walla Counties. AFHs that are located in the pilot program’s counties can reach out to the Sustainable Living Center or Opportunity Council with their interest in participating.

The Department of Commerce plans to use learnings from this pilot program to launch the full heat pump grant program in early/mid-2024 for AFHs throughout the state, with the aim to have heat pumps installed in time for the cooling season.

  1. Our residents will appreciate it very much if we can have Heat Pump and A/C installed soon. HVAC will definitely add comfort, warm house on winter month and avoid heat stroke for our client during hot summer days.

    Do you think there would possibly be a grant for a Generac? We have half of our AFH furnished with a Generac and need the other half completed. Ours is mainly used for all the power outages we have in Clallam County. Thank you.

I’d encourage you to join our upcoming legislative webinars over the next month, where we’ll have an opportunity to talk more about the Council’s efforts for the next year and get insights from providers.

  3. I need the heat pump in my AFH, it would be a great blessing for my clients, hopefully this can happen soon.
