Licensing Fee Increase Effective July 1, 2025

On May 22, a Dear Provider Letter was sent from the Department of Social and Health Services outlining an increase to AFH license fees. This was enacted as part of the 2025 State Budget.

We would like to draw your attention to a key section of the letter, which details the legislative change impacting your licensing fees. Please review the following excerpt carefully, as it may affect your upcoming renewal:

The current annual license fee for Adult Family Homes (AFH) has been increased by the legislature with the passage of Engrossed Substitute Senate Bill ESSB5167. AFH fees will change from $225 per bed annually to $450.00 per bed annually beginning in fiscal year 2026 which is effective July 1, 2025. Residential Care Services (RCS) is working with the Office of Financial Recovery (OFR) to adjust the billing statement to reflect the updated annual licensing fee. 

What This Means

The increased fee will apply to any Adult Family Home whose license renewal date falls on or after July 1, 2025. Unfortunately, submitting payment early will not change the applicable fee. The determining factor is your renewal date, which is based on your original licensing date.
