
Community Behavioral Health Support Services - SBS to ECS Transitions
A few years ago, the Adult Family Home Council negotiated a settlement agreement with the state to ensure that individuals moving from Behavioral Health Personal Care and receiving Specialized Behavioral Supports would continue to receive those SBS services when transitioned to Community Behavioral Health Supports Services (CBHSS).
As of mid‑last year, providers who were previously what we would consider “grandfathered in” under that agreement will no longer receive SBS under CBHS. The state is now in the process of transitioning those individuals from SBS to ECS due to federal rules on duplication of services.
The Council recognizes that this change will result in financial and operational impacts for affected adult family homes. We are engaged in discussions with the state to assess these impacts and to pursue appropriate remedies to mitigate potential harm to providers and residents.
