The Expanded Community Services (ECS) Program Will Remain Active

We want to take a moment to clarify a concern that came up during the most recent statewide chapter meeting regarding the future of the Expanded Community Services (ECS) program.

To be clear: ECS is not being eliminated.
We met with DSHS on June 11, 2025, and raised this concern directly. In that conversation, they clarified that the recent letter sent out was intended for all provider types—not just Adult Family Homes—and acknowledged that they could see how it may have led to confusion among AFH providers. However, they were clear that there is no intention to eliminate the ECS program.

In that same meeting, DSHS also confirmed that the process for how case managers will apply for ECS, Community Behavioral Health Support (CBHS), and Specialized Behavioral Support (SBS) services are moving forward. As of July 1, 2025, case managers are directed to apply for all three programs at the same time when assessing a resident’s eligibility. 

Here's how eligibility and placement decisions will be made:

  • If your resident qualifies for both CBHS and SBS: They will be placed in CBHS, which is prioritized due to overlapping supportive supervision services.
  • If your resident qualifies for CBHS but not SBS: They will receive CBHS.
  • If your resident qualifies for SBS but not CBHS: They will receive SBS.
  • If your resident qualifies for both CBHS and ECS: They will be eligible to receive both services.

If your experience differs from any of the scenarios listed above—and your resident has been found eligible or ineligible for any of these services in a way that does not align with this guidance—please let us know. We are here to help address and resolve any inconsistencies you may encounter.
