Free Heat Pump Installations for AFHs

United Hub is a non-profit organization dedicated to fostering sustainability and empowering communities through impactful programs and resources. With a mission to drive positive change, we collaborate with individuals, organizations, and government initiatives to create innovative solutions that benefit society.
One of our key initiatives is the HEAR Rebate Program, designed to support Adult Family Homes (AFHs) by improving energy efficiency, enhancing sustainability, and reducing operational costs. The program provides financial rebates for qualifying installations and simplifies the process from application to reimbursement.

Target Audience
United Hub HEAR Rebate program supports AFHs licensed by DSHS in King County, Pierce County, Thurston County, Yakima County, Clark County, and Snohomish County. Each eligible AFH will receive a rebate for the 100% direct equipment and installation expense up to $25,000.
Application Process
1. Submit Application (by Applicant)
Applicants must complete the online application form at https://www.wahear.com/apply-1.
2. Process the Application (by United Hub)
Upon receiving the application, a unique rebate code will be generated for the eligible applicant and will be shared with the installer in Step 3. Additionally, the applicant will receive Climate Commitment Act (CCA) stickers by mail.
3. Installer Selection and Registration (by Applicant)
Applicants are encouraged to obtain quotes from 2–3 contractors to find the best option. Once a contractor is selected, the applicant should share the rebate code with the chosen installer. The installer will then contact United Hub to apply for the instant rebate on behalf of the applicant.
4. Installation and Rebate submission (by Installer)
The chosen installer from Step 3 will install a heat pump that qualifies for the HEAR program and submit the required documentation to United Hub to complete the rebate application process.
The required documents include:
- A picture of the existing equipment
- A picture of the newly installed equipment with CCA sticker (mailed in Step 2)
- Energy star certification of the product
- An installation report
Project Timeline
The program ends on May 31, 2025. Applications will be accepted on a first-come, first-served basis, and funding availability will be communicated to applicants accordingly.
AFHs are not required to make payments to installers. United Hub will issue payments directly to the installers. The Service Level Agreement (SLA) for processing a rebate is 90 days from the date of submission.
