
Update on SHB 1398
Dear AFH Providers,
I would like to provide an update on the status of SHB 1398. As discussed, our bill faced challenges in the Appropriations Committee and did not advance. However, this is a step in the process, not the end of our efforts.
This session introduced new leadership, including a new Governor, a new generation of legislators, and the largest budget deficit in Washington State history. These factors influenced the outcome but also provided opportunities to adapt and learn.
We have achieved several important milestones:
- New Advocates: We have gained support from new advocates for the AFH community among both Democrats and Republicans.
- Strengthened Relationships: We have built stronger relationships with key legislators and organizations that support our work.
- Expanded Advocacy: We have participated in important discussions on the needs of individuals with developmental disabilities.
- CBA Support: We have secured support for our fully funded tentative Collective Bargaining Agreement (CBA)
- Bed Hold Rate Increase: We have a $500,000 bed hold rate increase proviso. This will be the first increase in 10 years!
- Commitments for Next Session: We have secured commitments from legislators for next year’s priorities and are well-positioned to refile SHB 1398.
We have also taken steps to protect our progress:
- HB 1686 Exemption: We successfully exempted AFHs from this bill, preventing additional administrative burdens and costs.
- Proposed Cuts to Meaningful Day: We have a tentative agreement in our CBA to counter the Governor’s proposed cuts to this vital service. Be on the lookout for a call to action to support Meaningful Day with us! More information coming soon.
