A Powerful Presence in Olympia: 2026 Lobby Day Recap

Dear Providers, 


The 2026 Adult Family Home Council Lobby Day proved once again that when Adult Family Home providers show up together in Olympia, lawmakers listen, and take action. 


Thank you to every provider who traveled to the Capitol on March 2 for this inspiring day of advocacy and connection. Attendance was outstanding, with providers coming from across Washington to participate in both formal meetings and the informal hallway conversations that often shape legislative outcomes. The Capitol campus was awash in yellow scarves and small groups huddled over issue sheets—sending a clear message that our community is organized, united, and paying attention. 


Many attendees also took time to connect with fellow providers they had only met on Zoom, strengthening the peer network that sustains this work during the rest of the year. That sense of community was one of the most frequently mentioned highlights in the feedback we received. 


We were honored to be joined by elected leaders and partners who reaffirmed their commitment to Adult Family Homes as a cornerstone of Washington’s longterm care system. Representative Stuebe and Senator Claudia Kauffman spoke about how AFHs allow residents to remain in their communities and emphasized their dedication to continued collaboration with the Council. Amy Abbott provided updates on upcoming TB testing rule changes, explaining how the new requirements will reflect actual ris while maintaining strong protections for residents and staff. Rebecca Carrell highlighted the newly launched clearinghouse (live as of March 1), designed to centralize billing for providers—streamlining processes, minimizing errors, and ensuring more predictable, timely payments for small homes. 


Thanks to your preparation and engagement, every scheduled meeting organized by legislative district was well attended. Because of these conversations, multiple legislators have now committed to partnering with the Adult Family Home Council during the interim to tackle issues such as payment delays, the Meaningful Day cut, and other critical challenges. Your advocacy has laid a strong foundation for the months ahead and positioned us powerfully for the 2027 legislative session.
