AFHC Member Update: New HCA Clearinghouse for MCO Claims Processing Support for AFH Providers
After over a year of work by the Council, and despite delays at the State level, starting March 2026 the Washington State Health Care Authority (HCA) has launched a new Adult Family Home Clearinghouse process in partnership with Community Health Plan of Washington (CHPW) and CHPW’s administrative partner for this project). This new system is designed to create a single, centralized entry point for Adult Family Homes working with Medicaid Managed Care organizations.
Under the new clearinghouse model, Adult Family Homes will be able to submit key information and documentation once, through a streamlined process, rather than navigating multiple enrollment or contracting pathways. The goal is to simplify participation with Managed Care plans, improve coordination between plans and providers, and reduce administrative delays for AFH operators across Washington.
To support members during this transition, the Adult Family Home Council is working with HCA and CHPW to provide several resources in the coming weeks:
- Member Training Sessions explaining how the clearinghouse works and how AFHs can participate
- Frequently Asked Questions (FAQs) addressing common operational and enrollment questions
- One-on-One Support Opportunities where AFHC members can receive individualized assistance with the process
These supports are intended to ensure that AFHC members have clear guidance, practical tools, and direct assistance as the new system rolls out. We are excited to have several AFHs who have completed registration already: Moxie AFH, Quilceda Creek Manor LLC, and Crown of Calor AFH LLC!
The new training – Adult Family Home Claims & Billing Webinar is being offered on the following dates and times for Community Health Partnership Services (CHPS) to share and support participating Adult Family Homes with submitting claims for CBHS and IBSS services:

During this training, you will learn how to:
- Register and use the online system to enter and send your claims.
- Check your claims to make sure they are correct and complete.
- Send your claims to the health plan (MCO) or to the HCA so you can be paid.
CHPS will provide support with:
- Answering questions about claims and fixing problems.
- Provider enrollment.
- Understanding the Medicaid billing guidelines as part of the CBHS program.
