Meet Our Interim Executive Director!
Hello Members of the Adult Family Home community!
I am excited and honored to serve as the Interim Executive Director of the Adult Family Home Council. I am eager to begin contributing my experience and skills to support the Council. Together, we will continue advancing the Council’s mission and vision while working closely with our dedicated staff.
I understand that change can be challenging, especially during shifts in organizational leadership, but sometimes change is essential for growth, innovation, and new opportunities. Now is the time to look ahead and move forward united, with one strong voice.
As Interim Executive Director, my focus will be on fostering collaboration and enhancing member engagement. I am committed to creating a vibrant community where every voice is heard and valued. We will remain steadfast in advocating for our legislative agenda and continue to fight for equitable rates in our collective bargaining agreement. We are also prioritizing an increase in marketing efforts to educate the public about adult family homes and make it easier for them to find your homes!
We will continue to provide you with the highest quality of service and create a robust education and document library, and enhance our relationships with affiliate business partners and DSHS/RCS. We will also explore new ways to add value to your membership, as we stay member focused and adult family home driven.
Many of you may know me as the former Chairwoman of the Board, a role I held for eight years before and after collective bargaining representation for AFHs. We built this Council through an all-volunteer grassroots effort, long before we had an official executive director. I’ve served as Chapter President of the Clark County Chapter for 15 years and have been an AFH owner for 30 years. I am also a graduate of the University of Southern California with a degree in Public Administration with an emphasis on Public Policy and Executive Management.
I am familiar with the collective bargaining process and the legislative and regulatory arenas. I have worked with past executive directors, created legislation on your behalf, and interviewed on editorial boards with the Seattle Times during the AFH expose. I take great pride in our organization’s deep history and look forward to supporting our community through the work ahead.
Rest assured, we are resilient. I have come to know many providers throughout my journey and I believe in the strength we have as a community. Together, we will navigate this chapter and continue to further our mission: to improve the lives and well-being of vulnerable adults through the support of adult family homes.
Thank you for all you do, for your membership, and for the honor of serving you. I encourage you to please contact me with your concerns and ideas on how we can better serve you. Or just to say “hello.” I can be reached at executivedirector@adultfamilyhomecouncil.org starting Monday, February 10. I’d love to hear from you!
We invite you to join us this legislative session and make a compelling impact. Now more than ever, we need to come together, support one another, and remain united.
We got this!
Wishing you abundance, good health and joy,
Hope C. Reffett
Interim Executive Director

Membership fees enable the Council to cover legal expenses and fund staff to advocate with the state and regulatory agencies. The participation of every adult family home is vital to ensuring fair regulations and rates that accurately reflect the costs of caring for our vulnerable adults. Consider becoming a member of the Council to help us continue improving conditions for all adult family homes in Washington State.
