
Dear Providers,
We have our first public hearing for a bill that would apply new “clinical-style” credential and identification requirements to adult family homes. HB 2261 would require Adult Family Home providers and caregivers to wear identification badges that list their credentials and degrees, and it would treat routine interactions in the home more like “patient encounters” in a clinic.
Adult family homes are homes, not clinics. Requiring “clinical-style” badges and credential scripts changes the feel of the setting. Additionally, the bill adds new administrative requirements and compliance risk for small homes.
We are asking everyone to vote CON on HB 2261.
What HB 2261 would do:
HB 2261 would require Adult Family Home providers and caregivers to wear visible identification badges showing their credentials and degrees.
For example:
- If you are an AFH provider and also have a nursing credential, your badge would need to list your name, your credential, and any related health care degree.
- If a caregiver is a CNA, their badge would need to clearly show “CNA” (and any applicable health care-related degree).
- The badge would need to be visible while providing care, not just available on request.
HB 2261 would also:
- Require certain staff to identify their credential during resident care interactions.
- Create new rules for how credentials and degrees must be listed in many communications, this can include websites, emails, brochures, business cards, and other materials.
- Require adult family homes to issue and update badges when common changes happen, such as:
- New hires
- A new photo
- A name change
- A new credential or credential renewal period
- Treat violations of these rules as unprofessional conduct, which creates additional compliance risk for AFHs.
