State Civil Penalty Reinvestment Program Application Period Opens June 1

A Dear Provider Letter dated May 12, 2023 indicates that the department will be accepting applications for grants from the State Civil Penalty Reinvestment Program (SCPRP) between June 1 and July 31. The SCPRP allows funds collected as civil penalties to be reinvested into activities that improve quality of life and quality of care for residents in adult family homes (AFH). Adult family home providers, stakeholders, and other organizations are invited to submit SCPRP grant applications.

RCW 70.128.160 authorizes the Department of Social and Health Services to impose civil penalties against an AFH provider when they are noncompliant with the health and safety requirements found in Chapter 388-76 WAC, Chapter 70.128 RCW, and other relevant federal,
state, and local laws. These penalties are deposited into an account, which may be accessed to fund activities that promote the quality of life and quality of care of adult family home residents. The SCPRP has been set up to distribute state civil penalty funding through a grant process.

Recommended project proposals include, but are not limited to, categories such as:

  • Development and support of resident or family councils;
  • Culture change and quality of life programs to transform an AFH to be more client directed with respect to choice, dignity, respect, self-determination, and purposeful living;
  • Dementia care;
  • Falls prevention;
  • Quality assurance and performance improvement initiatives;
  • Staff training and development programs to improve response to client needs; and
  • Meaningful activity programs for clients.

We are seeking SCPRP grant applications from AFH providers and stakeholders for projects and programs that directly affect AFH residents. Please note that projects are limited to 18 months in length and cannot be used to fund normal AFH operations, to provide goods or services that the applicant already provides or is required to provide by state or federal law or regulation, or to supplement funding for services required by a Medicaid contract.
